The reason is simple - it was not yet identified (in 1877) as an important part of the toxic preparation that Lucifer was preparing for the unexpected. If you have any doubt about Blavatsky's obedience to the Lucifer rule, the name given to her theosophical magazine was Lucifer, and the publishing house that her pupils founded to disseminate her works was originally called the Lucifer Publishing Company (later renamed in Lucis Trust).
