Γνωρίζει η Κυβέρνησις, ότι Πολίται τινές επιμένουν πιστεύοντες και τους άλλους πείθοντες, ότι αι μυστικαί Εταιρείαι χορηγούσι μέσα σωτήρια εις την Πατρίδα, ή τουλάχιστον Αιγίδα υπό την οποίαν συνδεόμενοι μεταξύ των οι άνθρωποι δια μυστικών δεσμών δύνανται να απολαύσωσιν εντός της Πατρίδος των και δια της ξένης επιρροής αξιώματα, τιμάς, και το πλέον τύχην, ό εστι χρήματα. Όσον και αν ελεεινολογή η Κυβέρνησις την απειρίαν των Ελλήνων των από τοιαύτας εισηγήσεις παρασυρομένων δεν ήθελε δώσει την προσοχήν της, αν δεν ήτο καταπεπεισμένη πόσον ολέθρια αποτελέσματα δύναται να φέρη εις την κρίσιμον ταύτην στιγμήν η περί τούτων γνώμη, την οποίαν οι εχθροί της Ελλάδος ήθελον συστήσει και εις τον Κόσμον, και εις τας Ευρωπαϊκάς Κυβερνήσεις. Αν η Ελλάς εγκατελείφθη από το 1821 έως τον Ιούλιον μήνα του τελευταίου έτους, τούτο προήλθε διότι οι εχθροί της την παρέσταιναν αδιακόπως προς τους Βασιλείς, ως λαόν επαναστατωθέντα και αγωνιζόμενον υπό την διεύθυνσιν και υπό τους σκοπούς Μυστικών Εταιρειών, όθεν επήγασαν αι καταστροφαί της Ισπανίας και Ιταλίας. Εύκολον ήτο αναμφιβόλως να αναιρεθή η σφαλερά αύτη δόξα. Μ'όλον τούτο εχρειάσθησαν ολόκληρα επτά έτη βασάνων και δυστυχιών εις αναίρεσίν της. Μόλις ανηρέθη, και ενώ η Ελλάς αρχίζει να λαμβάνη δείγματα ευνοίας και καλοκαγαθίας εκ μέρους των Συμμαχικών Δυνάμεων, οι εχθροί της θέλουν πάλιν την παραστήσει ως υπεξούσιον των Μυστικών Εταιρειών, και εις απόδειξιν τούτου θέλουν φανερώσει, ότι υπό διαφόροις ονόμασιν αι Εταιρείαι αυταί υπάρχουν και πολλαπλασιάζονται μεταξύ των εν τοις πράγμασι και της πολιτικής τάξεως, και της στρατιωτικής δυνάμεως, ίσως και αυτού του στόλου. Τόσον ουσιώδες θεωρεί τούτο η Κυβέρνησις ώστε μη εγκρίνουσα να δείξη διά τινος δημοσίου και επισήμου πράξεως την ύπαρξιν αυτού του κακού, εκπληροί δια του τύπου της παρούσης εγκυκλίου το χρέος, το οποίον δεν ημπορεί να παραμελήση χωρίς να καθυποβληθεί εις βαρυτάτην ευθύνην. Τω όντι τοιούτον δημόσιον έγγραφον μεταξύ των Πολιτικών, οι οποίοι επιμένουσι να μην παραχωρώσιν εις την Ελλάδα έντιμον μέλλον, ήθελε χρησιμεύσει ως μέσον του να αποδείξωσιν, ότι οι Βασιλείς δια των ευεργεσιών των υποθάλπουσιν εις την Ελλάδα τον εχθρόν, τον οποίον και αλλαχού, και τας ιδίας των Επικρατείας πολεμώσι. Η παρατήρησις αύτη, Κύριοι, σας διδάσκει με πόσην φρόνησιν και οξυδέρκειαν απαιτείται η εκπλήρωσις της ακολούθου παραγγελίας της Κυβερνήσεως. Θέλετε κοινοποιήσει δια ζώσης φωνής εις τους υπαλλήλους σας ή τους υπό την οδηγίαν σας αξιωματικούς το περιεχόμενον της παρούσης, και θέλετε τους κάμει να σας φανερώσουν αν ανήκουν εις καμμίαν των Μυστικών Εταιρειών, ή όχι. Αν είναι το πρώτον, θέλετε τους παρατηρήσει, ότι εάν εις την παρελθούσαν κατάστασιν της αναρχίας, και της αταξίας ήταν ίσως αναγκαίον εις τους πολίτας να ζητήσωσι προσωπικήν ασφάλειαν δια του δεσμού μυστικής τινος Εταιρείας, ο δεσμός ούτος διαλύεται καθ' ήν στιγμήν ο του νομίμου όρκου και προς την Κυβέρνησιν, και προς τους Νόμους, χορηγεί εις ένα έκαστον και εις όλους, όλας τας απαραιτήτους ασφαλείας. Από τοιαύτην αρχήν ορμώμενοι ευκόλως θέλετε αποδείξει το ασυμβίβαστον των δύο όρκων, ήγουν του υπηρετείν το Κράτος, και υπηρετείν μυστικήν Εταιρείαν, της οποίας ο σκοπός είναι ως επί το πλείστον άγνωστος εις τους Εταίρους. Αν λοιπόν οι υπάλληλοί σας ή οι υπό την οδηγίαν σας αξιωματικοί ανήκουσιν είς τινα Εταιρείαν, ανάγκη να παραιτηθώσι, και περί τούτου οφείλεις να μας βεβαιώσεις. Εξ εναντίας θέλετε τους εξηγήσει τους κινδύνους εις τους οποίους εκτίθενται πλανώμενοι από ολίγους τινάς όλως διόλου εις τα τοιαύτα ενασχολουμένους. Από την κατηγορίαν των Εταιρειών των μη συμβιβαζομένων με τα κατά Νόμους καθεστώτα δεν αποκλείομεν και την προ αιώνων γνωριζομένην υπό τω ονόματι της Αδελφοποιείας, ή Αγάπης. Παραγγέλλεσθε, Κύριοι, κατ' επανάληψιν να κάμετε χρήσιν της κοινοποιήσεως ταύτης κατά τον συνετώτερον και ωφελιμώμερον τρόπον.
